Operation 

 

The Pedestrian Congestion Investigation Department (PCID) will constantly search for streets plagued with pedestrian congestion. Recording on streets to obtain 15-minute pedestrian flows in peak hours (i.e. 07:00~09:00, 12:00~14:00, 18:00-20:00) would be conducted by small teams in the division. After getting and calculating the relevant data, if the street is regarded as "congested", PCID will further send investigation teams to conduct examinations on the actual street condition. The on-site research reports will then be transferred to the District Street Management Team, where they will propose a smart plan with teams of experts in the technical consultancy division. 

 

Selection of districts to examination is based on a prelimary research on all districts. Data obtained will facilitate the application of smart plans according to the district's situation. At the beginning stage, we will start from major business and commercial area, such as Causeway Bay and Central, which are deemed to be plagued with chronic congestion problem.
